2010 WHA Goal: Coherently identify and organize the patchwork of current Medicaid issues facing members, develop processes that directly involve members in state plan amendment activities, and effectively advocate for a Medicaid system that fully covers the state's most vulnerable population while managing scarce resources and adequately paying providers.
