Program Description
This session will focus on issues including the new payment logic for observation in 2008, the documentation needs for observation services, the definition of Condition Code 44, and why hospitals have difficulty with observation.
Learning Objectives
At the completion of this program, the participant will be able to:

Review the definition and utilization of observation services.
- Discuss the CMS approach to observation services and the relationship to inpatient admissions.
- Describe the APC grouping logic for observation services under APCs for 2008.
- Discuss CMS pronouncements about observation services as provided in Federal Register entries.
- Explain the chargemaster entries and pricing for observation services.
- Discuss how observation services should be coded and billed for different third-party payers.
- Recognize how hospitals can meet documentation and associated compliance issues.
- Appreciate the use of care paths in providing observation services.
- Describe the need to educate physicians for proper documentation of observation admissions.

Duane Abbey is a management consultant and president of Abbey & Abbey Consultants. For over 20 years, he has provided health care consulting services to hospitals, physicians, and medical clinics. The focus of his consulting has been in the areas of compliance, payment, and delivery systems. In addition to his consulting, Abbey is an invited presenter for hospital associations, medical societies, and other groups. He also has published both articles and books on healthcare topics. Abbey earned his graduate degrees from the University of Notre Dame and Iowa State University.

How the Audioconference Will Work
Dial-in instructions, on-line login instructions and any other reference materials will be emailed to each registrant approximately three days prior to the conference. If you do not receive them by this date, please email lgeishirt@wha.org.
It is the responsibility of the registrant to access presentation materials prior to the day of the event. If your e-mail address changes, you do not receive an e-mail with instructions from WHA, or if you are unable to open presentation materials, please contact Lisa Geishirt at WHA two days prior to the event to allow time to address the issue.
Substitution, Transfer and Cancellation Policy
Cancellations received in writing up to five business days prior to an event will be given a full refund less a $50 processing fee. No refunds will be given for cancellations received less than five business days prior and day-of-program no-shows. Substitutions are accepted.
