The Legislature has been working on a bill (AJR 55) that would amend Wisconsin's constitution. Called the Taxpayers' Bill of Rights, or "TABOR" the proposal would, among other things, cap increases in state government spending (at a rate still to be determined). While on its surface TABOR may seem attractive, it could also mean that the grossly inadequate payments hospitals receive from Medicaid will continue, if not severely worsen. TABOR could even lead to changes in the current and future Critical Access Hospital (CAH) program.
