Political Action Fundraising Campaign at 97% of Goal
Surpasses last year’s record; under $7K left to reach goal

The 2014 Wisconsin Hospitals Conduit and State PAC Fundraising Campaign is very close to passing last year’s record total. The Campaign has raised more than $258,000 from 355 participants this year. There is now just under $7,000 to go to reach the goal of $265,000 by the end of the year.

In the last two weeks, 13 additional participants joined the Campaign. Thank you to all 355 individuals listed below, including the 70 members of the Platinum Club, which is also a new record. The next publication of the contributor list will be in the December 12 edition of The Valued Voice.

Labor and Employment Issues Focus of WHA Webinar Series

Beginning in January, WHA is offering members a three-part webinar series addressing timely and relevant labor and employment issues for all health care providers. The individual webinar sessions will address three important labor and employment issues, each presented by attorneys from the health care practice of Reinhart Boerner Van Deuren s.c., a corporate member of WHA. 

The first webinar session, scheduled January 23, will focus on wage and hour litigation, current issues in labor law and tips to ensure compliance with ADA and FMLA regulations. On February 20, the second webinar session will include the topics of background checks and the Wisconsin caregiver law, as well as employee handbooks. The third and final webinar session March 20 will focus on social media and OSHA standards and requirements for health care employers.

WHA Expertise Will Help Guide Two National Measurement Initiatives

WHA Chief Quality Officer Kelly Court was recently named to two key national measurement initiatives. Court will be a member of a technical expert panel to assist Yale New Haven Health Services Corporation/Center for Outcomes Research and Evaluation and the Centers for Medicare & Medicaid Services (CMS) in the design of a star rating format for Hospital Compare. WHA’s ten-year history of public transparency and work to design a similar format for CheckPoint ( are nationally recognized and seen as providing valuable input to the project. CMS is preparing for the new star rating format to be implemented in 2015.

Court was also named to serve on the National Quality Forum’s (NQF) Rural Health Expert Panel for the quality and cost efficiency measurement efforts directed at small-practice and low-volume providers project. This project is intended to provide recommendations to HHS regarding performance measurement issues for rural, low-volume providers, which include critical access hospitals, rural health clinics, community health centers and the clinicians who serve in these types of facilities. These providers often face unique issues, such as low payment volume and scarcity of resources that make measurement difficult. The panel will consider how to mitigate these challenges in payment incentive programs for those providers, identify which measures are most appropriate for those programs and recommend how future development resources are best directed to address particular measurement gaps areas. Tim Size, executive director, Rural Wisconsin Health Cooperative, will also serve on this panel.

November is National Pancreatic Cancer Awareness Month

The American Cancer Society’s recently released estimates for pancreatic cancer in the United States for 2014:

·         About 46,420 people (23,530 men and 22,890 women) will be diagnosed with pancreatic cancer.

·         About 39,590 people (20,170 men and 19,420 women) will die of pancreatic cancer

Rates of pancreatic cancer have increased slightly over the past decade, and it accounts for about three percent of all cancers in the U.S., and about seven percent of all cancer deaths.

According to the WHA Information Center, there were 619 inpatient admissions and 7,699 outpatient visits in Wisconsin hospitals between July 2013 and June 2014 for the primary treatment or evaluation of pancreatic cancer.

Some risk factors for pancreatic cancer include tobacco use, being overweight, obesity and workplace exposure to certain chemicals.

WISHIN Celebrates One Millionth Patient

The numbers keep growing for the Wisconsin Statewide Health Information Network (WISHIN) and its community health record, known as WISHIN Pulse.

WISHIN celebrated crossing the one-million-patient threshold in October, and by now the number of unique patients in the WISHIN Pulse master patient index is approaching 1.2 million.

“Our vision is to enable clinical information to automatically follow patients wherever and whenever they have a health care encounter,” said WISHIN CEO Joe Kachelski. 

“Surpassing one million patients in the WISHIN Pulse community health record is a huge milestone for us. Our numbers are growing weekly, and by the end of the year we will add data from several new clients. Each new patient and each new participating health care organization increases the clinical and administrative value of WISHIN Pulse for everyone,” Kachelski said.

The WISHIN Pulse community health record provides a consolidated, longitudinal view of a patient’s clinical history from all participating organizations. Health care organizations that participate in WISHIN Pulse agree to make a subset of the data from their own electronic health record systems available for query and viewing by the other participants via WISHIN. The data is automatically and prospectively shared to support clinical decision making, facilitate transitions of care, and reduce the administrative burden of manually searching for and sharing records via fax, mail or hard copy.  

WISHIN recently completed an integration project with the Wisconsin Prescription Drug Monitoring Program (PDMP), the state’s controlled-substances database, so that a patient’s PDMP information is displayed as a part of his or her community health record. WISHIN will integrate with the Wisconsin Immunization Registry and include Medicaid prescription-drug claims information in 2015.  

WISHIN was founded in 2010 by the Wisconsin Hospital Association, Wisconsin Medical Society, the Wisconsin Collaborative for Health Care Quality, and the Wisconsin Health Information Organization. WISHIN is Wisconsin’s “state-designated entity” for health information exchange—an independent, multi-stakeholder, not-for-profit organization dedicated to bringing the benefits of widespread, secure, interoperable health information technology to patients and caregivers throughout Wisconsin.

Well Woman Program Releases Workgroup Plan, Requests Provider Feedback

Over the past year, the Wisconsin Department of Health Services (DHS) has been pursuing changes to the Wisconsin Well Woman Program (WWWP). These changes include both the coordination of medical services and care delivery for women who receive diagnostic and medical follow-up benefits from the program. Their redesign is aimed at improving efficiency by moving from a county-based coordination system to a multi-jurisdictional area coordination system (regionalized system), thus reducing the number of coordinating agencies from 85 to about 10 agencies. The City of Milwaukee Health Department and Wisconsin’s tribes will not be impacted by these changes.

DHS has indicated that over 1,000 providers bill for services in the program, and many only bill for a few services each year. DHS plans to limit the types of providers that are able to qualify for the program. These providers would continue to include health systems, federally qualified health centers (FQHC’s), rural health clinics and hospital outpatient settings. According to DHS, the redesign is an attempt to create a manageable network of certified WWWP providers. DHS plans to release a Request for Application (RFA) for interested providers on December 5, 2014. Those RFA submissions will be due back to DHS January 26, 2015. 

DHS plans to implement the new provider network by April 1, 2015, with a three-month overlap for existing WWWP providers. Current WWWP agreements will end June 30, 2015, but providers could continue to bill for services per the WWWP provider agreement guidelines.

Member News: Two Wisconsin Hospitals Receive Wisconsin Forward Awards

Two Wisconsin hospitals will be honored at the Wisconsin Forward Award ceremony December 10 at Monona Terrace in Madison. 

HSHS St. Joseph’s Hospital in Chippewa Falls achieved the level of Excellence, which is the highest achievement level an organization can earn. St. Joseph’s operates a 193-bed community hospital and also provides outpatient, residential and in-home services in a variety of locations. St. Joseph’s was recognized for its customer-driven excellence that translates to quality patient care. The hospital was also noted for its community involvement and collaboration as well as staff engagement in the hospital and community. St. Joseph’s is one of two Wisconsin organizations earning the 2014 WFA Excellence Level achievement.

Holy Family Memorial, Inc. in Manitowoc will receive Proficiency Recognition for 2014. The Holy Family Memorial network is committed to providing each patient and their families with the highest level of personal care, respect and attention to enhance his or her quality of life, including personalized spiritual care. Network services include an inpatient and outpatient medical center, walk-in care, more than 14 clinics, retail pharmacy, a home medical supply retail store, a medically-based wellness center and a state-of-the-art rehab facility.
