WI Hospitals State PAC & Conduit Moving Full Speed Ahead
Over $283,000 raised; see the list of contributors

With elections less than two weeks away, Wisconsin Hospitals Conduit account holders are continuing to release thousands of dollars to candidates of both parties who value the role of Wisconsin hospitals.

"Conduit account holders have been active in October and continue to release their funds to candidates across the state," said Nora Statsick, WHA political consultant. "But there is still time, so please contact me right away if you would like to release your dollars before the November 8 election."

On the fundraising side, the Wisconsin Hospitals State PAC & Conduit topped the $283,000 mark with contributions from 327 individuals. This puts the campaign at 94 percent of the 2016 goal of raising $300,000 with over two months left in 2016.

"It has been great to see individuals across the state contribute to the 2016 Wisconsin Hospitals State PAC & Conduit campaign because they understand the importance of engaging in our democratic process," said Jenny Boese, WHA vice president, federal affairs & advocacy. "Elections matter and participation in those elections is important. Supporting candidates through political contributions is one vital way to do so, and I also strongly encourage everyone to vote on November 8."

Governor Walker Announces Members of the Task Force on Opioid Abuse

In response to Wisconsin’s opioid overdose epidemic, Gov. Scott Walker has formally announced the full membership of the Governor’s Task Force on Opioid Abuse created under Executive Order #214.

As reported in last week’s Valued Voice, Joan Coffman, president/CEO, HSHS St. Joseph’s Hospital, Chippewa Falls, was appointed by Walker to serve as the WHA representative to the Governor’s Task Force on Opioid Abuse. Coffman also serves on WHA’s Board of Directors and has been an active and key resource to WHA, providing valuable insight and information on regulatory, insurance and other factors that can be a barrier to patient access to opioid and other drug and alcohol addiction treatments in Wisconsin.

"I appreciate the commitment task force members are making to help Wisconsin end this public health crisis, which is claiming lives and hurting families in our state," Walker said. "Each member of the task force brings a unique perspective and will work together to help Wisconsin solve this serious issue."

MEB Approves New CME Requirement Regarding Opioid Prescribing

At the October 19 Medical Examining Board (MEB) meeting, board members voted to approve new rules requiring licensed physicians to complete two continuing education units (CEUs) of the already required 30 that are focused on responsible opioid prescribing practices. There is no change to the overall requirement of 30 CEUs per licensing period, but this new requirement specifies that 2 of the 30 units must be based on the MEB’s recently-approved responsible opioid prescription guidelines document.

The new CEU requirements support the responsible prescription guidelines document already written and adopted by the Wisconsin Medical Board and are a result of Wisconsin State Assembly Rep. John Nygren’s HOPE legislative package; 2015 Act 269. That statute allows the MEB as well as the Board of Nursing, the podiatry-affiliated credentialing board, the dentistry examining board, and the optometry examining board to issue guidelines regarding best practices in prescribing controlled substances.

The MEB based the new guidelines largely on those recommended by the Centers for Disease Control and Prevention. Any new course used to satisfy this new CEU requirement must be MEB approved in order to satisfy each biennium’s two-credit requirement. December 7 webinar examines MACRA Alternative Payment Models (APMs)

On December 7, WHA is offering a complimentary WHA Member Forum webinar focused on MACRA Alternative Payment Models (APMs). "MACRA – Final Rule Update and Pathway Toward Alternative Payment Models (APMs)" will provide an overview of APMs under the Medicare Quality Payment Program (QPP); highlight the difference between the Merit Based Incentive Program (MIPs) and the APMs; review updates included in the final rule, which was released October 14; and describe the requirements for qualifying under APMs.

The video is a result of discussions at WHA’s Physician Leaders Council to identify resources that can help physician leaders explain and prepare physicians for upcoming MACRA changes. WCMEW Council Reviews Legislative Workforce Initiatives, Discusses Health Educator Challenges

The Wisconsin Council on Medical Education and Workforce (WCMEW) met October 25. The focus was on legislative initiatives that address rural workforce challenges, together with a discussion around challenges that face health educators.

Kyle O’Brien, WHA senior vice president, government relations, presented a package of legislation that targets health care workforce shortages in rural areas. Entitled "Rural Wisconsin Initiative," the package includes proposals that:

O’Brien said the package would be introduced in the next legislative session.

Council members discussed the barriers faced by health care professionals in becoming health educators, whether in the clinical setting or the classroom. Juggling time commitments from their patient care activities and addressing student needs, together with the lower compensation made available to teachers makes it less likely for clinical professions to become health educators. The Council suggested that WCMEW make this issue a priority for the future.

Linda McCart of the Wisconsin Department of Health Services (DHS) gave an update on the latest round of graduate medical education (GME) grants. DHS made grants of over $3.3 million to four health organizations to support 12 GME residents. This latest round brings the total amount of grants given thus far to nearly $11 million, supporting 79 residency positions.

Finally, the Council heard from WCMEW Executive Director George Quinn about two upcoming WCMEW-sponsored conferences. WCMEW will be co-sponsoring a GME summit with the Wisconsin Collaborative for Rural GME and DHS in Madison November 15 that will focus on lessons learned from GME grant recipients, and have a discussion on options for future GME development. WCMEW is also co-sponsoring an event with the Wisconsin Area Health Education Council November 10-11 in Middleton on the topics of inter-professional education and clinical practice. Member News: Sauk Prairie Healthcare CEO Larry Schroeder to Retire

After 18 years in leadership at Sauk Prairie Healthcare, Larry Schroeder has announced his plan to retire as chief executive officer (CEO) in January of 2017.

"The Board of Directors is deeply grateful for Larry’s many contributions, including putting us on a solid foundation for the future," commented Sauk Prairie Healthcare Board President Tammy Adler. "Larry has worked tirelessly, guiding us through a period of tremendous growth."

Under Schroeder’s leadership, Sauk Prairie Healthcare constructed two new clinics, secured land and developed the new hospital and the surrounding campus, expanded surgeon and physician practices, and earned national recognition countless times for patient quality and safety measures including the 5-star Centers for Medicare & Medicaid Services rating.

A native of the Detroit area, Schroeder has worked in diverse health care organizations, serving indigent residents of Detroit, underserved rural communities in California, and in metropolitan suburban communities before coming to Prairie du Sac in 1998 as chief operations officer and eventually CEO in April 2008.

"The culture, teamwork and devotion to patient care are evident and inspirational. I have worked in health care for over three decades, and Sauk Prairie Healthcare is far and away the best place I have ever worked," said Schroeder.

Sauk Prairie Healthcare will partner with an executive recruitment firm to conduct a nationwide search to replace Schroeder. Carol May, former chief financial officer of Sauk Prairie Healthcare, will work with Schroeder until his departure, at which time she will assume an interim role.

Western Wisconsin Health Participates in Community-Wide Active Shooter Drill

It began with a disturbance between a student and teacher in the parking lot and quickly escalated to an active shooter incident inside the school. This was the scenario for a community-wide emergency preparedness exercise held October 17 at the St. Croix Central School District in Hammond, WI. For the past six years, the St. Croix County Emergency Management director and staff have brought this exercise to different school districts within the County. The planning process for this full-scale exercise, which included 300 participants, began one year ago. It started with a conversation with school administrators, local law enforcement, EMS, and the local hospital about the level of readiness for such an event. Policies and procedures within each agency are identified or written, training and education are provided, and finally, the results are tested and refined through three consecutive exercises: a table top, a functional and a full-scale exercise.

Western Wisconsin Health, located along Interstate 94, is a critical access hospital.

"This is a great example of how hospitals can partner with local agencies to prepare for community-wide emergencies," according to Aimee Wollman Nesseth, coordinator, Northwest Wisconsin Healthcare Coalition.
