Carmelita Riley, Esq., RN, MHA, FACHE, serves as Senior Director of System Staffing at Houston Methodist, where she leads the strategic vision for workforce optimization across the organization’s nine-hospital system. In this role, she oversees the development and operational leadership of Houston Methodist’s first enterprise-wide Internal Resource Pool comprising more than 500 multidisciplinary clinicians and directs the system’s centralized staffing and scheduling services.

Carmelita has been a registered nurse for over a decade and a licensed attorney for more than 15 years. She brings deep experience in workforce strategy, having previously held Director and National Director roles with HCA’s HealthTrust and Tenet Healthcare. In those positions, she successfully built and scaled enterprise float pools and implemented sustainable labor management models that strengthened both cost performance and staffing agility.

At Houston Methodist, Carmelita leads efforts to transform workforce management through standardized scheduling practices, innovative deployment models, and systemwide alignment, initiatives designed to create a more agile workforce, enhance employee engagement, and support long-term labor cost containment.
Carmelita holds a nursing and law degree as well as a Masters in Healthcare Administration and is a Fellow of the American College of Healthcare Executives (FACHE).

 

Staci Roberts is a highly accomplished healthcare executive with more than two decades of experience driving workforce innovation, operational excellence, and talent strategy across the healthcare ecosystem.

She currently serves as President of Prolucent Health, where she is dedicated to helping health systems improve workforce capacity, strengthen staffing models, and navigate today’s complex labor challenges through technology, data, and operational alignment.

Before leading Prolucent, Staci spent over ten years at Cielo Talent, a premier global talent acquisition partner. In her executive roles, including Chief Growth Officer and President of Cielo Healthcare, she collaborated closely with health systems, academic medical centers, and large physician groups to address workforce shortages, modernize recruitment, and enhance clinical and non-clinical talent pipelines.

Early in her career, Staci played a key role in scaling American Medical Technologies into a national market leader and began her professional journey as a physical therapist. This unique background provides her with a perspective that spans clinical operations, talent strategy, and executive leadership.

A Gallup-certified CliftonStrengths coach, Staci is deeply committed to leadership development, culture excellence, and empowering teams and individuals to unlock their unique potential. She is an active member of the American College of Healthcare Executives and Women Business Leaders, and is engaged in community health initiatives in Texas.
