The Governor’s Council on Workforce Investment (CWI) met for an all-day council session in Neenah on Tuesday, August 19, 2025. Health care industry members of CWI WHA Senior Vice President of Workforce and Clinical Practice Ann Zenk and Aurora BayCare Medical Center President Thomas Miller were in attendance.

CWI brings together business leaders, state legislators, local elected officials, representatives from educational institutions and other key stakeholders to collaborate on solutions that will support employers in finding the skilled workers they need and connect workers and job seekers to the training that will prepare them to succeed in high-demand industries.
The group met on August 19 for their annual strategic planning session. The day’s agenda included the review of a Wisconsin Workforce Innovation and Opportunity Act (WIOA) Program and the results of a feasibility study. Then Wisconsin Labor Economist Scott Hodek provided a Labor Market Update. Rounding out the information sessions was the panel discussion, “Workforce Development Priorities,” where Aurora Bay Care’s Miller served as one of the panelists.
DWD Secretary Amy Pechacek and DVR Administrator Meredith Dressel joined Wisconsin Department of Public Instruction Superintendent Jill Underly, Ph.D., Milwaukee County Executive David Crowley, Chair Sachin Shivaram, and the members of the Governor’s Council on Workforce Investment (CWI) for an all-day council session in Neenah on Aug. 19, 2025.Miron Construction hosted the meeting and discussed how their recently renovated building is a key component in their workplace culture and workforce well-being—a top priority for all employers. Miron Construction is also home to the MiCare Clinic—an onsite clinic developed through a partnership between Miron Construction and ThedaCare at Work. The clinic was featured in WHA’s More Than Health Care campaign—a campaign highlighting Wisconsin hospitals and health systems for the many ways they are more than health care.
